Click lvt assuming that s what you re talking about does not tolerate expansion and contraction very well nor does it tolerate direct sunlight which can heat the floor to pretty extreme temps in your area.
I think layering felt paper is a better choice to avoid any issues with bonding to the particle board or perhaps structural movements that could weaken crack or otherwise compromise the integrity of cement based patch products.
To clarify this is not osb and this is not just a particle board overlay over plywood the entire subfloor is 3 4 particle board looks like oatmeal.
Doesn t always happen but can.
A particle board subfloor may have one or more spots where there are detectable dips wells or undulations.
Floor leveling compound is any mix used to fill low areas and imperfections or add as a topcoat to existing flooring.
I don t see much particle board in my work commercial so i d be cautious as you are with cement based patch over that substrate and under a floating engineered wood.
The other problem i see here is that you re in a mobile home with a particle board substrate in florida.
He used a 3m metal rule to demonstrate that my subfloor is uneven in places and indicated that he would like to use some sort of self leveling material to even it out.
The floors are creaky and warped in places and i ve been strongly advised not to install hardwood floors over particle board as they cannot hold nails and will deteriorate if water is spilled.
There are several issues with this subfloor.

When you spread mortar on particle board it can absorb the liquid and swell popping some of the tiles.
Before any product can be installed over a particle board subfloor it should be leveled.
Subfloor is intended to be covered with padding and carpet or overlaid with finished flooring like tiles or finished hardwood.
Unfortunately it s made of particle board so i m using a pre mixed leveler instead of the self leveling liquid variety.
And for hard wood it needs a secure sub floor to nail into.
Unless the product is labeled as self leveling it will need to be worked with tools as outlined above.

Gravity will help it settle into the low areas.
Remove any excess floor leveler and feather it around the edges so it blends with the rest of the floor.
